Conference Keynote: Dr. Joshua Miele
One of the world’s leading voices at the intersection of disability and technology, Dr. Joshua Miele is Amazon’s resident MacArthur Fellow. He has spent the past three decades merging his lifelong passion for science with a mission to build a more inclusive digital culture. In March, he published his memoir, Connecting Dots: A Blind Life. At AFBLC, he will share insights from his journey and inspire attendees with the wisdom he’s gained in his pursuit of a more accessible world.

The American Council of the Blind (ACB) Community platform has emerged as a powerful tool for promoting leadership, continuous learning, and social inclusion for individuals who are blind or have low vision.

This session explores how the ACB Community model can be adapted and leveraged by blindness organizations as a strategic tool for both post-program engagement and long-term personal development. By offering virtual spaces for peer-led sessions, training workshops, and social interaction, ACB Community enables individuals to remain active, build confidence, and explore leadership opportunities well beyond the lifespan of traditional programs. Attendees will learn how the platform fosters a sense of belonging and accountability, provides avenues for volunteerism, and serves as a launchpad for new leaders to emerge.

Using Data As Our Compass: Latest Updates from NRTC and VSA
Knowledge is power and in this session we dive into valuable research and guidance within the field of rehabilitation for consumers who are blind or have low vision.

First, from the National Research and Training Center (NRTC), researchers provide an overview on the successes and challenges identified through the Older Individuals with blindness Technical Assistance Center (OIB-TAC) program. OIB-TAC has provided technical assistance (TA) to older blind programs in all 50 states, Washington D.C., and the five U.S. territories since October of 2015. This presentation will allow attendees to better understand program strengths, recognize challenges, and explore opportunities for improvement in services to older-age adults with vision loss.
Second, Vision Serve Alliance (VSA) continues to lead the way in valuable research measuring the current state of blindness services in our country and the effectiveness of rehabilitation for people who are blind or have low vision. This presentation will provide the latest research from VSA just released prior to the conference. Additional insight from VSA’s Big Data Project will also provide additional insight into the current state of rehab in America.

With over 30 years experience in the blindness field, Neva Fairchild is a leading expert on expanding opportunity and independence for the blind. She served AFB for 15 years, most recently as the National Aging and Vision Loss Specialist before retiring in 2023 and previously served as president of the Association for Education and Rehabilitation of the Blind and Visually Impaired (AER).
Lacy Web is a certified teacher of the visually impaired and has almost a decade of experience providing hands-on training and rehabilitation for people who are blind or have low vision.

Chris Bell is a retired, blind attorney and long-time member of ACB. Chris has dedicated his professional life to the advancement of civil rights for the disability community. He assisted Congress in drafting the ADA and oversaw the EEOC’s ADA regulations. He currently serves as a member of the ACB Board of Directors.
Marla Runyan is a blind digital accessibility policy and procurement strategist for the Executive Office of Technology Services and Security for the Commonwealth of Massachusetts. Marla has over ten years of digital accessibility experience including testing, policy, and strategy development. In 2017, Marla served as an invited expert on the World Wide Web consortium (W3C) Accessibility Guidelines Working Group and contributed towards the development of the Web Content Accessibility Guidelines (WCAG) version 2.1. A former professional athlete in Track and Field, Marla qualified and competed in both the Paralympic and Olympic Games and was inducted into the U.S. Olympic & Paralympic Committee Hall of Fame in 2025.

Drawing on our qualitative research guided by Feeney and Collins’ Thriving Framework, we will share how supportive relationships formed within the program can serve as a safe haven for emotional support, fortification through knowledge-sharing, reconstruction through practical problem-solving, and reframing through peer mentorship and success stories. The session will highlight the program's structure, including thematic workshops, guided discussions, and peer support networks, which can help in reducing isolation, enhancing coping strategies, and increasing parental confidence. Attendees will gain insights into how structured parent programs can be intentionally designed to foster resilience, community, and empowerment, equipping parents to thrive rather than merely cope. The session will also discuss implications for early childhood practitioners and nonprofit leaders aiming to implement or enhance support programs for families navigating disability.

Braille vs. Digital Literacy: Reimagining Foundational Learning for Children with Blindness
As education systems worldwide modernize, a critical question arises in the field of blind education: Should Braille remain the primary mode of literacy, or is it time to transition toward digital-first instruction? This panel will explore this question through the lens of Arunodaya (Sunrise), a mentorship-based education program for children with blindness, developed by Ek Kadam Aur Foundation and currently active across multiple Indian states.

With over 288,000 children with blindness still out of school in India, the urgency to find scalable, cost-effective, and inclusive models of education has never been greater. While Braille has historically been the cornerstone of literacy for the blind, it presents challenges—slow learning curves, limited availability of transcribed materials, and high dependency on trained personnel.
The Arunodaya program is transitioning to a digital-first approach, using low-cost mobile technology and accessible audio-visual content in regional languages. Early outcomes indicate that children can grasp foundational concepts in literacy and numeracy faster, with greater confidence and less dependency on specialized materials.
